ARTICLE I: NAME AND NATURE

Section 1:
The Council shall be called Parish Youth Coordinating Council (PYCC).


Section 2:
The Council shall operate as one of the implementing arms of the parish under the direct supervision and authority of the Parish Priest and shall faithfully coordinate with the programs and activities of the Commission on Youth.

ARTICLE II: DECLARATION OF PRINCIPLES

Section 1: VISION


“A community of committed young believers in the parish having Christian values for their integral human development responding to moral and social concerns.”


Section 2: MISSION


· Lead young people in the parish to encounter God in a personal way and let them experience a change of mind and heart centered on Jesus, and manifest his/her newfound faith, personally and consciously.

· Coordinate with the parish catechists’ ministry in providing basic catechetical instructions using the Catechism for Filipino Catholics (CFC) highlighting a Christ-centered spirituality, inspired by the examples of Blessed Virgin Mary and Blessed Pedro Calungsod.

· Build youth communities within the parish anchored on faith, hope and love for their fellow through activities that promote fellowship and unity..

· Equip parish youth to effectively respond to moral and social concerns affecting them, their family and their community.

· Develop and train committed youth to become leaders in parish preparing them for future leadership challenges in their adult life.

· Animate young people into sincere worship o God in community prayers and personal devotion.

ARTICLE III : MEMBERSHIP

Section 1:

1.1 Any youth can be a member of the PYCC on the following qualifications:

He/She must be:

§ 13 – 39 years old and single

§ Baptized Roman Catholic with proven faith, good morale and outstanding prudence.

§ Resident of the barangay’s under the parish jurisdiction

§ Willing to actively participate in the activities of the PYCC.

He/She can be a:

§ Student

§ Out-of-School youth

§ Professional / working already

§ Member or non – member of any religious organization

1.2 All youth groups /organization/ movements existing in the parish and in areas under its jurisdiction, be it religious, political or socio-economic; are qualified to become members of the PYCC, and thus, must coordinate with PYCC.

A group who wishes to establish coordination with the PYCC must send at least two (2) representatives to the council who shall act both as a spokesperson of his/ her group’s concerns and as transmitter of the PYCC information to his/her respective organization.

1.3 All mandated organizations in the parish shall endorse their youth members to the PYCC.

ARTICLE IV: DUTIES AND RESPONSIBILITIES

The Duties and Responsibilites of the PYCC are defined as follows:

1.1 Individual Members

1. A member must support all the programs and activities of the PYCC and of the Parish.

2. He/She must attend all the regular , special, or emergency meetings.

3. He/She must submit his/her talents and abilites as a contribution to the fulfillment of the goals of the PYCC.

1.2 Coordinating Body

1. The Coucil shall coordinate all chapel youth organizations, and other youth groups existing in the parish and in areas under its jurisdiction.

2. The Council must plan strategies to implement effectively the policies and resolution s as beig set therof as well as directives, guidelines and decisions rendered by the Commission on Youth.

3. The council shall collectively persorm responsibilities that are designated assigned by the Parish Priest Siritual Director by the Commission on Youth.

4. the Council must be actively involved in the affairs of the parish.

5. The Coucil shallstrive to the resourceful in generating funds and minimizeze constant reliance to the Parish on th Finanacil aspect.

6. The council shall prepare a whole year calendarium fo all their programs and activities fuly acknowledged by their Parish Priest and in consonance with the activities designated by the Commission on Youth.

7. The Council must send a representatives to the Parsih Pastoral Coucil’s regular meeting.

ARTICLE V: PYCC OFFICERS

Section 1 :

The parish Youth Coordinating Council shall have the following officers:

1. President

2. Vice-President

o Internal

o External

3. Secretary

4. Assistant Secretary

5. Treasurer

6. Auditor


Section 2:

The body shall also elect and members for the following committees:

· Worship

· Education

· Service

· Temporalities

· Social Communication


Section 3:
The Body shall also elect zone coordinators corresponding to the numbers of the zones established in the parish.


Section 4:

The duties and responsibilities of PYCC officers are as follows:


4.1 President

1. Convenes and presides all meetings

1.1 Prepares the agenda

1.2 Knows and applies meeting procedures

2. Knows all the existing memvers of the PYCC

3. Assigns tasks to PYCC officers and members.

4. Represents the youth in the Parish Pastoral Council

5. Represents the Parish in the Vicarial and Distric meetings.

6. Ensures that the implementation of the vision, mission, programs policies and resolutions of the PYCC carried out.


4.2 Vice-President

1. Assist the President if the performance of his or her duties.

2. Accept extra duties required:

2.1 Internal Vice – President

1. Takes charge the preceedings in the absences of the president.

2.2 External Vice-President

2. Represents the PYCC at the Vicarial and District Meetings, other meetings and gatherings.

4.3 Secretary

1. Notifies members in every scheduled meeting.

2. Records minutes of the meetings and read the minutes and other pertinent data.

3. Keeps records and reports submitted by its members and other pertinent data.

4. Issues and receives correspondence on behalf of the PYCC.

5. Performs other functions as may be assigned by the President.

4.4 Assistant Secretary

1. Assists the secretary

2. Assumes responsibilities in the absence of the secretary

3. performs other task assigned by the President.

4.5 Treasurer

1. Maintains a record of all financial accounts

2. Submits monthly financial report to the council

3. performs such other fuctions as may be assigned by the President.

4.6 Auditor

1. Conducts periodic audit of the financial position of the council.

2. Audits and corrects the treasurer’s monthly financial reports.

4.7 Zone Coordinator

1. Disseminates information to their zones all the information expressed and approved in the PYCC meeting.

2. Reports to the coordinating body the concerns, activities and information regarding his/her area of responsiblies.


Section 5 : WESTS Committees

1.1 The committees shall be composed of :

§ One (1) Chairman/Head

§ One (1) Assistant Chairman

§ Three (3) members (at least)

1.2 The committees shall perform the following responsibilities:

· WORSHIP : Takes Charge of all liturgical activities / programs.

· EDUCATION : Plans activities for spiritual / educational formation.

· SERVICE: Facilitates the implementation of the programs / activities.

· TEMPORALITIES: Safeguards the properties of the council / Organizes fund-raising activities.

· SOCIAL COMMUNICATION: Acts as transmitters of the messages and information for the meetings and youth activities.

Section 6:

Role of Spiritual Director

The council shall recognize the priest as spiritual director who shall act as counselor on spiritual and business matters of every affair. He shall be responsible on the following aspects:

a) Provides spiritual guidance to the council.

b) Attends the regular and special meetings of the council.

c) Supervises the implementation of the council’s activities.

d) Oversees the balance between formation and relationship building among youth members.

ARTICLE VI: MEETINGS

Section 1:

>The council shall have a regular meeting of al least once a month. The day, time and venue shall have the approval of the body.

Section 2:
It must have a 2/3 quorum to conduct business.


Section 3:
Members who are excused with notice are counted in the quorum.


Section 4:
The order of the meetings shall be:

a. Call to order/Attendance

b. Opening Prayer

c. Reading and Approval of the minutes.

d. Treasurers reports

e. Business arising from previous meeting

f. Agenda discussion

g. Other Matters . Announcements

h. Adjournment

i. Closing Prayer


Section 5:
Special/emergency meetings may be called should the need arises.

ARTICLE VII: ELECTIONS

Section 1:
The Coordinating council shall stand as the nominating a poll clerk, and a secretary who shall record the preceding of the election.


Section 2:
Nomination for choices of candidates for each position may be made by any member of the Council.


Section 3:
The person who nominates shall announce and make a known nominating committee after the opening of the nomination period, the name of the eligible candidate of his/her choice and the position in which he/she is being nominated.


Section 4:
A nominee who declines may states his / her reason why he/ she would not accept the nomination to the general assembly where he/ she may be scrutinized as to the reason given is valid or not.


Section 5:
All the nominees without exception are given a chance for one (1) minutes self – introduction and his / her commitments after the nomination period is closed. He/ She may not be required to do so if he/she has already spoken for previous nomination.


Section 6:
No absentee nominee’s are allowed. Candidates must be physically present in the entire nomination and election period.


Section 7:
Voting may be done in one of the following ways:

· Secret Ballots

· Show of Hands


Section 8:
The candidate with the highest number of the vote’s shall automatically be the elected officer.

ARTICLE VIII: TERMS OF OFFICE

Officers are given two (2) years to serve. Incase of re-election for the same office, he is allowed to serve only two (2) consecutive terms.

ARTICLE IX: REMOVAL / TERMINATION OF PYCC OFFICERS

Section 1:
An officer can be terminated on the following grounds:

a. Resignation

b. Inefficiency / Failure to perform his/her responsibility

c. Five (5) Consecutive Absences on the regular meetings.

d. Acts deemed unprofessional / immoral

Section 2:
Effectively of resignation shall be one (1) shall be one month after his

or her resignation letter to the officers and to the Spiritual Director.


Section 3:
Except on resignation, termination of any officer shall require two-thirds (2/3) affirmation vote of the whole coordinating council officers and members present.


Section 4:
No PYCC officer shall be removed until the member in question has been given reasonable opportunities to defend him/herself before the PYCC officers against relevant accusations prior to the vote.


Section 5: Should a vacancy occur, there shall be another nomination procedure and election for the vacant office.

ARTICLE X: FINANCES

Section 1:
The financial resources shall be derived from the following:


1. Individual monthly pledged or contribution

2. Donations and love offerings from members and non-members (to duly issued with receipt).

3. Income generating projects or fund-raising programs (to be sanctioned by the Parish Priest or spiritual Director.)

4. Sponsorship and Solicitations (to be noted by the Parish)

5. Monetary support from the Parish Priest.

6. Spiritual director.


Section 2:
Funds can only be disbursed after approval of a budget plan presented to the council during the planning stage of any PYCC activity. A copy of the Budget plan must be submitted to the Parish Priest, Pastoral Council and to the PYCC President.


Section 3:
Liquidation of the expenses must be submit
ted to the treasurer three (3) days after the activity attached with the official receipts and necessary attachments.


Section 4:
Reimbursements shall only by given after submission of liquidation paper/ s duly checked and signed by the Auditor.

ARTICLE XI: AMENDMENTS

This Constitution and By-laws may be amended after 2 years from the date of its affectivity, after which same may be amended at any General meeting or assembly provided that a quorum is declared for the purpose of votation and that written notice indicating the specific subjects to be amended shall have been disseminate and accordingly received by the officers and members respectively.

ARTICLE XII: EFFECTIVITY

This Constitution and By-Laws shall take effects upon approval by the majority votes of the General Assembly.
